Samir Xaud é eleito novo presidente da CBF

A Confederação Brasileira de Futebol (CBF) tem um novo presidente. O médico Samir Xaud, de 41 anos, foi eleito neste domingo, com 103 dos 141 votos possíveis, em eleição na sede da entidade, na Barra da Tijuca, Zona Oeste do Rio de Janeiro.

Gestor da Federação Roraimense de Futebol (FRF), Xaud contou com o apoio de 25 das 27 federações (exceção de São Paulo e Mato Grosso) e mais 10 clubes das Séries A e B do Brasileiro (Botafogo, Palmeiras, Vasco, Grêmio, Amazonas, CRB, Criciúma, Paysandu, Remo e Volta Redonda.

Ele vai substituir Ednaldo Rodrigues, destituído do cargo pela Justiça do Rio, e tomará posse imediatamente para o quadriênio de 2025-2029.

Candidato único, Xaud inscreveu sua chapa como nome de consenso entre a ampla maioria das federações, cujos votos têm peso maior (3) em relação aos clubes da primeira (2) e segunda (1) divisões, respectivamente. Por isso, não foi possível a inscrição de outras candidaturas, como a do presidente da Federação Paulista de Futebol (FPF), Reinaldo Carneiros Bastos.

O pleito também definiu os oito vice-presidentes da CBF. Dois deles já compõem a atual estrutura da entidade: Fernando Sarney, que atuou como interventor após a saída de Ednaldo, e Gustavo Dias Henrique.

Os outros seis nomes da chapa vencedora são: Michelle Ramalho Cardoso, presidente da Federação Paraibana de Futebol (FPF), que será a primeira mulher a ocupar a vice-presidência na história da CBF, Flavio Zveiter, Ricardo Gluck Paul, José Vanildo, Ednailson Rozenha e Rubens Angelotti.

Crise institucional

Até a costura final que alçou Samir Xaud à presidência da CBF, a entidade passou por uma crise institucional na gestão de Ednaldo Rodrigues, iniciada em dezembro de 2023. O Tribunal de Justiça do Rio de Janeiro (TJ-RJ) anulou a eleição de 2022, vencida por Ednaldo, destituindo-o da presidência da entidade.

A decisão baseou-se na alegação de irregularidades no Termo de Ajustamento de Conduta (TAC) assinado entre a CBF e o Ministério Público do Estado do Rio de Janeiro (MP-RJ), com o intuito de resolver questões relacionadas a eleições anteriores. O TJ-RJ considerou que o MP não tinha legitimidade para intervir em assuntos internos da entidade privada.

Ednaldo recorreu ao Supremo Tribunal Federal (STF). Em janeiro de 2024, o ministro Gilmar Mendes, de forma monocrática, suspendeu a decisão do TJ-RJ e conduziu o dirigente de volta ao posto. O magistrado justificou que havia o risco de sanções da Fifa, que não reconhece intervenções judiciais no comando das confederações nacionais. O afastamento poderia comprometer a participação do Brasil em competições internacionais, como os Jogos Olímpicos de Paris-2024.

Apesar da sobrevida, Ednaldo agiu nos bastidores ao perceber que o apoio a sua gestão estava minguando. O anúncio de que Ronaldo buscava compor uma chapa nas eleições previstas para março de 2026 foi o primeiro alerta. Logo depois, o pentacampeão desistiu da campanha por não conseguir angariar a maioria dos votos das federações estaduais. O presidente aproveitou a saída de cena do ex-jogador e antecipou o pleito para março deste ano, valendo-se de uma brecha no estatuto da CBF. Com os 67 eleitores a seu favor, ele foi reeleito por aclamação.

Contudo, dois meses depois veio outra reviravolta. Informações de que havia irregularidades no pleito de março — uma das assinaturas que permitiu a antecipação das eleições não teria legitimidade — vieram à nota. No dia 15 deste mês, o desembargador Gabriel de Oliveira Zéfiro, do TJ-RJ, afastou novamente Ednaldo Rodrigues da presidência da CBF. Fernando Sarney, um dos vice-presidentes da entidade, foi nomeado como interventor. No dia seguinte, ele convocou eleições para este domingo.

Em menos de 48 horas, Samir Xaud surgiu como o nome alinhado entre federações do Norte e Nordeste e com o apoio necessário para impedir que outro candidato inscrevesse sua chapa no pleito.
