

Stimulus checks became an economic lifeline for millions of low-income families in the United States at the most critical moments of the Covid-19 pandemic. Although the massive federal payments are no longer active, several states have maintained or adapted assistance programs to continue supporting their residents’ finances.
In recent weeks, there has been growing interest in a possible $800 stimulus check scheduled for April 2025. However, there is currently no confirmed federal payment for that date. Nevertheless, Americans do have alternatives, as several state governments have implemented initiatives that offer relevant economic relief. One of the most prominent is the TABOR program in Colorado, which provides significant rebates for certain taxpayers.
Stimulus check: Who is eligible to receive a payment of $600 in February?
Although the federal government has no stimulus checks scheduled for April 2025, some states have taken the initiative to offer local economic relief. In Colorado, the TABOR program is emerging as one of the most relevant measures, with rebates potentially reaching $1,600 for joint filers.
The refund is part of the Taxpayer’s Bill of Rights (TABOR), a state law that requires surplus budget funds to be returned to taxpayers when state revenues exceed certain limits. By 2025, approximately $1.4 million, corresponding to the fiscal year 2024 surplus, is estimated to be distributed to eligible residents in the spring, according to the Post Independent.
How to access the TABOR refund?
A recent legislative change in Colorado altered the way this benefit is delivered. From now on, TABOR refunds will no longer be automatically awarded: they will only be issued in those years where the state surplus is considered exceptionally high. In 2025, these mechanisms are in place to process payments.
- Reduction in tax rate: All taxpayers filing a 2024 income tax return will automatically receive the temporary reduction in the income tax rate from 4.40% to 4.25%.
- Sales Tax Refund: Full-year residents who are eligible for 2024 can claim this refund if they file a 2024 Colorado Individual Income Tax Return or a 2024 Property/Rent/Heat Tax Rebate (PTC) Application by October 15, 2025.
The amounts to be received will depend on adjusted gross income and other factors set by the Colorado Department of Revenue.
Requirements to apply for the TABOR refund
To access the rebate, residents must meet the following criteria:
- File a 2024 state income tax return or apply for a personal tax credit by April 15, 2025.
- Have resided in Colorado for at least half of the 2024 tax year.
- Be 18 years of age by January 1, 2025.
The application process is done online through the official Department of Revenue website. Taxpayers must fill out the appropriate form, attach the required documentation and verify that the information provided is correct before submitting it.
