Así son los 20 puntos que acuerdan Trump y Netanyahu con amenaza final

Donald Trump y Benjamin Netanyahu se reunieron ayer por cuarta vez en los últimos meses y lo hicieron en la Casa blanca. Ambos hablaron sobre el conflicto en Gaza y salieron con un acuerdo de 20 puntos para alcanzar la paz… ahora bien, unidireccional por el momento porque no hubo representación de Hamás que hasta ese momento sólo reaccionaba de oídas y sin saber nada -ni intervenir- sobre estos acuerdos. 

Ambos dirigentes cerraron esa parte del acuerdo. Y si no logran la paz con Hamás, Trump ya avisa en modo amenaza. Si no, le da el visto bueno a que haga lo que crea conveniente. Porque Netanyahu reafirmaba su adhesión al plan y advertía que, si Hamás rechaza la oferta, “Israel terminará el trabajo”, ya sea “por las buenas o por las malas”.

Estos son los 20 puntos sobre los que se centra este acuerdo a falta de la respuesta de los dirigentes de Hamás:

1. La Franja de Gaza será una zona desradicalizada y libre de terrorismo que no represente una amenaza para sus vecinos.

2. Gaza será reurbanizada en beneficio de su población.

3. Si Israel y Hamás aceptan la propuesta, la guerra terminará de inmediato. El Ejército israelí detendrá todas sus operaciones y se retirará gradualmente de la Franja.

4. En las 72 horas posteriores a la aceptación pública del acuerdo por parte de Israel, todos los rehenes, vivos y fallecidos, serán devueltos.

5. A su vez, Israel liberará a 250 prisioneros palestinos que cumplen cadena perpetua y a más de 1.700 gazatíes arrestados desde el inicio de la guerra, junto con los cadáveres de varios cientos de palestinos.

6. Una vez que los rehenes sean devueltos, los miembros de Hamás que se comprometan a la coexistencia pacífica serán amnistiados. Aquellos que deseen abandonar la Franja recibirán un salvoconducto hacia los países receptores.

7. Una vez alcanzado este acuerdo, la ayuda llegará a la Franja a un ritmo no inferior a los límites establecidos en el acuerdo de rehenes de enero de 2025 [incluía 600 camiones de ayuda al día], junto con la rehabilitación de infraestructura crítica y la entrada de equipo para la remoción de escombros.

8. La ayuda será distribuida, sin interferencia de ninguna de las partes, por la ONU y la Media Luna Roja, junto con otras organizaciones internacionales no asociadas ni con Israel ni con Hamás. La apertura del cruce de Rafah en ambas direcciones estará sujeta al mismo mecanismo implementado en virtud del acuerdo del 19 de enero de 2025.

9. Gaza será administrada por un gobierno temporal de transición de tecnócratas palestinos que se encargará de prestar servicios cotidianos a la población. El comité será supervisado por un nuevo organismo internacional establecido por EEUU en consulta con socios árabes y europeos. El organismo, denominado Junta de la Paz, estará presidido por Donald Trump y por otros jefes de Estado, incluyendo al ex primer ministro británico Tony Blair. Este establecerá un marco para financiar la reurbanización de Gaza hasta que la Autoridad Palestina complete su programa de reformas.

10. Se elaborará un plan económico para la reconstrucción de la Franja de Gaza mediante la convocatoria de expertos con experiencia en la construcción de ciudades modernas en Oriente Próximo y la consideración de los planes existentes para atraer inversiones y crear empleo.

11. Se establecerá una zona económica con tarifas y tasas de acceso reducidas que negociarán los países participantes.

12. Nadie estará obligado a abandonar Gaza, pero quienes decidan irse podrán regresar. Además, se animará a los gazatíes a permanecer en la Franja y se les ofrecerá la oportunidad de construir un futuro mejor allí.

13. Hamás no tendrá ningún papel en el gobierno. Se comprometerá a destruir y detener la construcción de cualquier infraestructura militar ofensiva, incluidos los túneles. Los nuevos líderes de la Franja se comprometerán a la coexistencia pacífica con sus vecinos. Se llevará a cabo un proceso de desmilitarización de Gaza bajo la supervisión de observadores independientes.

14. Los socios regionales proporcionarán una garantía de seguridad para asegurar que Hamás y otras facciones gazatíes cumplan con sus obligaciones y que Gaza deje de representar una amenaza para Israel o su propio pueblo.

15. EEUU colaborará con socios árabes y otros para desarrollar una fuerza internacional de estabilización temporal que se desplegará inmediatamente para supervisar la seguridad en la Franja. Esta fuerza desarrollará y entrenará una fuerza policial palestina, que servirá como un cuerpo de seguridad interna a largo plazo.

16. Israel no ocupará ni se anexionará Gaza. Su Ejército entregará gradualmente el territorio que actualmente ocupa, a medida que las fuerzas de seguridad de reemplazo establezcan el control y la estabilidad en la Franja.

20. EEUU establecerá un diálogo entre Israel y los palestinos para acordar un horizonte político para la coexistencia pacífica.
