Koalice Spolu se nebrání vzniku ministerstva sportu, Plaga z ANO by vrátil sport pod školství

Samostatné ministerstvo sportu je dlouhodobým přáním sportovních svazů i zastřešujících organizací s tím, že by se nevytvářel nový úřad, ale „překlopila“ by se do něj současná NSA. Ta momentálně spadá do gesce samotného premiéra. Nicméně z vyjádření partají lze cítit, že na jeho vzniku vůbec nepanuje shoda. Jen koalice Spolu by diskutovala o „polském modelu“ ministerstva sportu a cestovního ruchu.

„Podmínkami pro nás jsou současné snížení celkového počtu ministerstev a ministrů bez portfeje a to, že půjde o nákladově i úřednicky pouze o velmi efektivní ‚překlopení‘ NSA. V námi připraveném novém komplexním zákonu o sportu na nezbytné změny kompetenčního zákona již myslíme. Sport potřebuje mít svého ‚styčného důstojníka‘ přímo ve vládě jako jejího plnohodnotného člena,“ napsali v odpovědi poslanci ODS Karel Haas a Jakub Janda.

To hnutí ANO, tedy favorit blížících se voleb, by chtělo ideálně sport vrátit pod ministerstvo školství. Tvrdí to alespoň Robert Plaga, bývalý ministr školství a teď lídr ve Středočeském kraji. „Vznik nového ministerstva vskutku situaci ve sportu nevyřeší, ale je důležité, aby sport měl zástupce ve vládě, což předseda NSA rozhodně není. Jako optimální varianta se jeví buď NSA jako agenturu s vlastní kapitolou přiřadit pod konkrétní ministerstvo nebo z něj opět udělat prioritu samotného premiéra,“ cituje zpráva ČUS odpověď Plagy.

„Dovedu si představit různá řešení. Jsem však zastáncem toho, aby se sport vrátil pod ministerstvo školství, ale s vlastní rozpočtovou kapitolou. Strategii a výzvy by připravovalo MŠMT a NSA bude obsluhovat dotace.“

Obdobně to vidí také hnutí STAN. To odmítá, aby ministerstvo sportu vzniklo na základě požadavků jedné skupiny (svazů), ale musí to vzejít z diskuze mezi akademickou obcí, ministerstvy zdravotnictví a školství.

„V současné době nepodporujeme vznik samostatného ministerstva pro sport, spíše podporujeme, aby sport a pohyb měl pozici ministra, který by byl přítomen všem jednáním vlády. Jeho prvním úkolem by měla být příprava zákonu o sportu, který v současné době neexistuje. Tento zákon by měl jasně stanovit kompetence jednotlivých aktérů v oblasti sportu a také se zabývat systematickou podporou pohybových aktivit jako jedním z hlavních pilířů prevence,“ stojí v prohlášení hnutí.

Ani Piráti by se do nového úřadu, v případě že se budou podílet na vládě, nehrnuli. „Rozdíl mezi NSA a případným ministerstvem sportu spatřujeme čistě v tom, zda bude šéf českého sportu přímo členem vlády, nebo nikoliv. Jako prioritní však vnímáme nejprve vyjasnit kompetence NSA a zvýšit transparentnost dotačních příležitostí.“

Další kandidující strany na otázky z dotazníku podle manažera komunikace ČUS Jiřího Uhlíře i přes urgence neodpověděly.

„Vnímám, že je šance sport na státní úrovni významně systémově posunout. Strany představily před volbami daleko konkrétnější cíle ve sportu než v minulosti. Vítám, že politické strany myslí v prezentovaných programech také na dobrovolníky a trenéry, které chtějí za jejich obětavou práci například daňově zvýhodnit. Řada dalších záměrů se potkává s poptávkou ze sportu, to je důležitý signál,“ uvedl předseda České unie sportu Jan Boháč.
